An org chart tells you who reports to whom, which is rarely what you want to know. What matters when something goes wrong is who can decide, who cannot, and how you reach them — so this page is written as authority and its limits.

What nobody on this page can override.

A rule that can be escalated is a rule that will be, on the most profitable order of the month. These sit outside the hierarchy entirely — there is no approval route, which is the only way to make that true.
