Providers advertising no commission make their money on the margin between the mid-market rate and the rate they give you, typically one to three per cent and occasionally far more at airport counters. The effective-rate figure above is the only honest basis for comparison, because a low fixed fee with a wide spread is usually more expensive than the reverse.
